- BC Hydro, on behalf of itself and FortisBC, is seeking Proposals from a qualified Engagement Lead ("the Contractor") to provide support for the Income Qualifying Home Energy Upgrade Offer (the "Offer"). The Offer, launched in July 2025, seeks to achieve substantial energy savings by supporting the implementation of whole-home energy efficiency upgrades for income-qualifying households across British Columbia ("BC"), at no cost to the Utilities' customers. Applicants living in eligible housing types (single family detached homes, town homes, row homes, duplexes, and manufactured homes) may be offered assistance in implementing upgrades including home energy assessments, energy coaching, installation of weatherization measures and mechanical systems, including air-source heat pumps, etc. These upgrades will be carried out by qualified Product Delivery Agents ("PDAs").
