- The Ministry requires a Contractor to perform the functions of an Independent Engineer, comprised of a
Lead Engineer and a Supporting Engineer, for the general purposes of certifying the DesignâBuilder-s
monthly statement of progress through the design and construction phase of the Highway 1 - 264th Street
Interchange Project. The Ministry will rely on the Independent Engineer to provide skilled and expert
consultant services throughout the term of the Contract. The Ministry expects that most of the work will be
