1. ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. DEFINITION OF THE REQUIREMENT
The Office of the Commissioner for Federal Judicial Affairs Canada (FJA) was planning to onboard to the Treasury Board Secretariat-s (TBS) GCfm solution, but the project was cancelled in 2021 before the SAP S4/HANA solution could be implemented for onboarding departments. The GCfm initiative was deemed not financially viable for small departments. TBS and the Office of the Comptroller General (OCG) also recognized that the current version of FreeBalance used by FJA has reached the end of its life cycle and needs to be upgraded or replaced.
As a result, FJA has a relatively urgent need to migrate from Version 6.5 to the latest Version 7 of FreeBalance Accountability Suite as part of their Financial System Renewal (FSR) project.
