  • IntroductionThe White Bear First Nations ("WBFNs") is located north of Carlyle, Saskatchewan in the Southeast corner of Moose Mountain Provincial Park. White Bear First Nations is comprised of four β€˜Nations'; Cree, Saulteaux (Anishanabe), Nakota, and Dakota. Chief Wahpemakwa (White Bear) signed Treaty4 in 1875 and the reserve was established in 1877.The Saskatchewan Government and the Saskatchewan Power Corporation (SaskPower) are investigating the feasibility of Small Modular Reactor (SMR) technology to contribute to Canada's net zero emissions strategy. Part of this strategy is to develop theland at one of two potential SMR sites. The Rafferty site and Boundary Site are both located on traditional White Bear First Nations land. Thorough analysis of Traditional Knowledge Land Use and Occupancy Studies for the SMR project are essential components to White Bear's planning, assessment anddecision-making processes (incl. a determination of whether consent will be granted) for this project. Scope of EngagementThe First Nations Power Authority of Saskatchewan ("FNPA"), in collaboration with WBFNs, is looking to engage the services of a consulting firm (the "Consultant") to conductTraditional Knowledge Land Use and Occupancy Studies (the "Studies") in relation to the Treaty and Traditional Lands where the SaskPower Small Modular Reactor is being contemplated at either the Rafferty Site or Boundary Site located near Estevan, Saskatchewan.
