Description:
EPCOR requires a qualified Contractor to conduct a study, in conjunction with EPCOR, and produce a report which addresses questions posed by the Alberta Utilities Commission (“AUC”) in direction 7 of AUC decision 27018-D01-2022. The main components of the study and report include discussion of the objectives of demand based and time of use billing alternatives for residential electricity customers and small commercial customers (distribution wires tariff only); and a description the capabilities of EPCOR's existing (Advanced Metering Infrastructure (AMI) systems (capabilities to be provided by EPCOR) including providing cost estimates to add additional capability that may be required (cost estimates to be provided by EPCOR). Additional components that may be added at the option of EPCOR include a jurisdictional review describing the use of demand based and time of use rates for residential customers and small commercial customers in Canada and North America; discussion of best practices for the use of demand based and time of use rates for residential and commercial distribution tariffs; and recommendations pertaining to the use of demand based and time of use rates in Alberta given the unique nature of Alberta-s energy market.
