    Background
    The Elk/Beaver Lake Regional Park is located in the Saanich Peninsula, 12 km north of Victoria, BC along Highway 17 (Patricia Bay Highway). While the park itself is managed and maintained by the Capital Regional District (CRD), responsibilities for the stewardship and management of the lakes falls to several jurisdictions. For example, the Ministry of Environment and Climate Change Strategy is responsible for managing water resources and the Ministry of Forests, Lands, Natural Resources Operations and Rural Development, is responsible for managing the fisheries. Together, they promote and support the year-round recreational use of the lakes. The lakes also serve as critical aquatic habitat for the endangered Western Painted Turtle and as headwaters to the Colquitz River, which supports cutthroat and coho salmon.
    Water quality issues at Elk and Beaver Lake were identified in the 1980s, and studies suggest that high phosphorus loading has had a significant impact on environmental and recreational values. Specifically, increases in toxic cyanobacteria blooms and growth of Eurasian milfoil, particularly in the shallow channels that connect the two lakes has resulted in increased risks ...
