OBJECTIVE: The primary objective of this Request for Information (RFI) is to assess market capability, capacity, and interest in delivering the project. The preferred delivery approach is an Engineering, Procurement and Construction (EPC) model; however, respondents are asked to consider a modified EPC structure that enables separate pricing of discrete work packages based on scope definition and associated risk profiles.BACKGROUND:Manitoba Hydro, a provincial Crown corporation, generates nearly all of its electricity from hydroelectric facilities and has a total capacity of approximately 6,300 MW. To meet forecasted demand, Manitoba Hydro has identified a need for about 750 MW of new capacity by 2029/30. Its 2025 Integrated Resource Plan recommends constructing new combustion turbines to provide firm, dispatchable capacity.The proposed combustion turbines will support system reliability, particularly during drought and other system stress events, while operating less than 5% of the time on average.
