- The Township of Esquimalt (Township) is inviting qualified consulting teams to submit proposals to conduct a Development Capacity Study that will identify the potential impact of several variables (see Section 3 SCOPE OF WORK for list of variables) on future development capacity of the Township. The Township is experiencing significant development pressure with over 1000 multi-family housing units currently under construction and approximately 1500 multi-family units going through the rezoning or development permit process. In addition, the Department of National Defense is planning to increase the number of housing units on CFB Esquimalt. To help guide future development decisions by Council, it is necessary to identify how each of the variables may impact the feasibility of future development both temporarily and spatially. The results of the study will also help staff, residents, developers, and other interested parties to understand how each variable impacts development capacity. The qualified consultant team should consist of members with expertise in the following areas: Urban planning. Civil engineering related to services provided in an urban environment. Parks and recreation planning. Transportation engineering and modeling. Geographic Information Systems (GIS) including extensive use of GIS for urban modeling. Urban economics. Demographic analysis.
