• Description:
• Detailed_Description : This RFB is issued for the provision of Consumer Credit Information and Decision Support Services for the Ministry of Children, Community and Social Services (MCCSS). The Vendor will provide consumer credit information services to support initial and ongoing eligibility verification for the Ministry-s social assistance programs, including, but not limited to Ontario Works (OW), the Ontario Disability Support Program (ODSP) and the enforcement of child and/or spousal support payments by the Family Responsibility Office (FRO). The Ministry requires the following deliverables: -Consumer Credit Information services;-Decision Support Services:oAn automation tool for new client intake to verify and corroborate applicant information;oAn electronic identity validation solution;oAn automation tool to monitor the eligibility of ongoing social assistance clients; and-Loss Prevention and Fraud Solutions oThe solution must catch multiple types of fraud - both true name fraud (i.e., instances of identity theft, etc.) and synthetic fraud (i.e., creation of new identity using real and fictitious information) - using identity, behaviour, and fraud attributes, to detect fraud risk early and avoid fraud losses. Additionally, the solution will support loss prevention efforts by identifying and confirming financial information such as self-reported income and assets.
  Scope of Work : The Vendor will need to execute the Ministry-s eligibility determination model, the Risk Based Eligibility Determination (RBED) process. RBED is a dynamic technology-enabled, risk-based process to streamline and automate the intake application verification process. RBED also serves to improve eligibility decision-making by ensuring that applications are verified using third-party information prior to granting. The Vendor will work with the Ministry to expand application verification into automated monthly eligibility monitoring of all ongoing cases through the RBED Triggers and Alerts solution. The RBED Triggers and Alerts is a tool that will assess all social assistance clients for Ontario Works and ODSP on a monthly basis, to determine ongoing eligibility. The Ministry requires an online identity authentication and verification solution that offers real-time capability to corroborate the identity of clients without requiring in-person, paper-based identity verification expediting the application process. The information from the Ministry-s digital application system , and the electronic authentication solution will be transmitted to the Ministry-s other technologies including SA case management technologies for processing. The Ministry requires loss prevention and fraud solutions that will enhance the RBED Intake and RBED Triggers and Alerts in mitigating potential cases of fraud including digital fraud and preventing loss to the Ministry.
