  Detailed_Description : The Ministry of the Environment, Conservation and Parks (MECP) is seeking a Vendor to prepare a report on managing wastes and recycled products that may contain Chemicals of Concern (COCs) or other selected chemicals in the Province of Ontario.The purpose of this report will be to increase the Ministry-s knowledge base with respect to:(a)the types and concentrations of COCs or any of the other selected chemicals in the products that may be disposed of in municipal landfills and or recycled (e.g., Blue Box Waste),(b)the amount of waste products that contain the chemicals referred to in (a) and, (c)disposal and treatment technologies (including Best Management Practices) to reduce the release of COCs or any of the other selected chemicals to the environment.The Vendor shall include Province of Ontario-specific considerations such as climatic conditions, Province of Ontario-specific cost parameters and products entering/leaving the province.
  Scope of Work : The Vendor will be required to prepare a “Managing Chemicals in Wastes and Recycled Products Report” by undertaking the following deliverables:•A comprehensive review of the relevant literature and national and international programs and policies (primarily conducted by desktop / internet-based research) that includes recent and up-to-date reports, case studies, conference proceedings, academic articles, and pilot projects to obtain information on the: (a)concentrations, loads, and/or inventories of COCs or any of the other selected chemicals in materials that enter the waste management stream and/or are disposed of in Ontario and,(b) types of international and national programs and policies that provide direction or restrict the use of COCs or any of the other selected chemicals (e.g., chemical guidelines or standards) in products, recycled materials and or landfilling. •The concentrations of chemicals in select products that enter different waste streams and quantity the number of products disposed of or recycled in Ontario and,•Evaluate the most appropriate disposal mechanisms (e.g., landfilling, Energy from Waste, incineration, advanced recycling and Management Practices) for the end-of-life products and those products that continue to be reprocessed, refurbished, retreaded and re-used to reduce exposure of COCs and the other selected chemicals to the environment (e.g., landfill leachate) and human health (e.g., in re-furbished, processed, treaded, used products). The comprehensive Report is to be developed within a twelve (12) month period.
