Description:
D4.1 The Services required under this Contract shall consist of planning and consulting services in accordance with the following. (a) Compile a scan of best practices on municipal policies and/or programs to stimulate affordable housing in other jurisdictions that can inform the Winnipeg Context;(b) Review Provincial or other legal frameworks that either enable or disable certain incentive programs (i.e. the City of Winnipeg Charter); (c) Undertake stakeholder engagement including delivery of a stakeholder engagement report; This includes designing, facilitating, and interpreting all resultsof engagement; (d) Undertake an economic feasibility analysis that explores the feasibility and effectiveness of different incentives. This would include analyzing different development prototypes (ie. development size/construction method, non-market/private housing) in at least three distinct areasin the city (Downtown, Corridors, Greenfield). Explore the impact of different types of incentives (i.e. zoning entitlements, tax increment financing) on development feasibility, including how tools might differ in the different areas, and overall applicability by the City of Winnipeg; (e) In closecoordination with staff, identify specific policy options that can be tested and evaluated for impact and effect ("options"); (f) Explore administration considerations for each policy option, including staffing and/or required resources (ie. budget) for implementation; and (g) As a finaldeliverab...
