This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2024-RFP-250 Consulting Assignment to Undertake a Municipal Class Environmental Assessment Study for the Intersection Improvements of Regional Road 81 (St. Paul Street West) at Vansickle Road in the City of St. Catharines, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 21.
Project Background: Regional Road 81 (St. Paul St. West) and Vansickle Road is an all-way Stop controlled intersection within the City of St Catharines. St. Paul St. West Street is a two-lane west-east regional roadway abutting to mostly agricultural lands to the west of the intersection and residential land use to the east. Vansickle Road is a two-lane urban municipal arterial road that extends from Fourth Avenue to the north to Pelham Road to the south. A considerable grade exists on the north leg of this intersection along with a building with a minimal setback on the northwest quadrant.
