- The Town of Whitchurch-Stouffville (the “Town”) is soliciting Bid Proposals from qualified Planning and Urban Design Consultants (“Proponents”), which may use sub-consultants, to undertake a Comprehensive Zoning By-law Update concurrent with the preparation of the Town-wide Urban Design Guidelines (the “Project”). The Town is seeking a consultant with a proven expertise in leading and drafting zoning by-laws, urban design guidelines, GIS mapping, project management, and public consultation. A Comprehensive Zoning By-law Update is required to conform to and implement the Town-s New Official Plan (Adopted by Council in May 2024) which is currently with the province for final approval. The Town is looking to prepare an innovative and contemporary form-based Comprehensive Zoning By-law which is closely integrated and complementary with the Town-wide Urban Design Guidelines. The new Comprehensive Zoning By-law will provide a contemporary and flexible approach to address future development within the Town. The Urban Design Guidelines will consolidate various existing urban design guidelines for specific areas within the Town to provide updated urban design standards for all public spaces and private development, tailored to the unique character and development aspirations within each of the Town-s communities.
