Project Description : PROJECT OVERVIEWa) Regulatory BackgroundAlberta's industrial greenhouse gas regulatory system included the following:• Specified Gas Emitters Regulation (SGER) (2007-2017)• Carbon Competitiveness Incentive Regulation (CCIR) (2018-2019)• Technology Innovation and Emissions Reduction (TIER) Regulation (2020 and subsequent).Regulated facilities must comply with the least stringent of a high performance benchmark (HPB) or facility-specific benchmark (FSB). Regulated facilities are required to submit an annual verified compliance report and meet their true-up obligation by submitting fund credits, emission performance credits, and/or emission offset credits. The department conducts internal reviews of all compliance report submissions. The internal reviews are conducted to ensure that the:• mandatory requirements under TIER and standards are met;• compliance report is accurate and free of material misstatements; and• true-up obligation are met by regulated facilities.b) ObjectivesTo complete the reviews of approximately 30-40 compliance reports submitted in 2019 or subsequent, under CCIR or TIER.
