Description:
The purpose of this Request for Proposal is to enter into an agreement for a firm to conduct analysis and assessment services to inform the City-s strategic priority of becoming a more complete community. The project will enable the City to do crucial geo-spatial analysis to inform a complete range of municipal plans and policies. The assessment, reporting, and data deliverables from this project will enable the City to conduct future analysis and support evidence-based land use planning. After several decades of low to no growth, Port Alberni-s population has surged in the past five years, and demographics are changing. This population shift and associated development pressures highlight the importance of the Complete Communities Assessment. The unique development of Port Alberni and Alberni as two separate cities (until 1967) has resulted in land use challenges including two downtowns and six separate commercial areas. Each with unique infrastructure, land use, and services. Additionally, the interface of former urban boundaries has resulted in an unconventional mix of uses in the center of the community. The results of this research will be used to update a variety of municipal bylaws, plans, and policies including (but not limited to) the 2042 Official Community Plan, Zoning Bylaw, and upcoming department master plans.
