- Colliers Project Leaders Inc. is seeking to procure a highly experienced Construction Manager (CM) to successfully complete a safe and efficient delivery of this extremely urgent and high priority Government project. The project requires immediate attention, with site mobilization required in April 2026. The projects intent is to provide additional inmate and program requirements, ready for takeover by November 2026 at the Central North Correctional Center (CNCC).This project consists of the design and construction of a new 21,375sqft Tensile Membrane Structure (TMS), 7,000sqft exterior covered yard area and 10- x 300- link tunnel connection from the jail proper to the new TMS. The project will also consist of minor interior jail proper upgrades to ancillary spaces such as providing videoing capabilities within the lobby and minor expansions to the existing kitchen, dry goods storage and admit/discharge area to accommodate the increase in capacity the project is providing. This project will take place at the existing Central North Correctional Centre (CNCC) 1501 Fuller Ave, Penetanguishene, ON.The Design and Construction phases are required to overlap in order to meet the delivery schedule. Therefore, the project will proceed with a construction manager approach to work in parallel with the Prime Consultant to deliver the project via multiple construction packages completed at coordinated times.
