Description:
The Berwick Electric Commission (BEC) is a municipally owned electric utility that provides electricity to over 1,600 customers in and to the south of the Berwick Electric Commission of Berwick, Nova Scotia proper. BEC owns and operates a hundred-year-old hydroelectrical facility in Factorydale, Nova Scotia which generates on average 4% of the utility-s overall energy load. In early December 2023, the wicket gates and turbine vanes at the Factorydale facility were severely damaged and the plant is now out of commission. BEC is seeking an Engineering Firm with hydroelectric generation and construction experience to serve as Owner-s Engineer (OE) for the duration of the project, to provide a costed options analysis on potential remedies to the situation, and engineering consulting services in support of all phases of implementation of the chosen option. A detailed scope of work is included in this Request for Proposals. The OE shall work directly for BEC and it is the intent of the BEC to enter into a contract for the work described in this document with the successful Proponent. The OE-s role is to ensure that implementation of the Factorydale solution is completed in full compliance with project scope documents and all applicable construction and safety practices.
