Description:
Detailed_Description : RFB for the provision of a Vendor to audit Ontario-s 2024-25, and 2025-26 (optional) financial statement of revenues received under the Annex 3: Canada - Ontario Early Learning and Child Care Infrastructure Funding Agreement.
Scope of Work : The acquisition is intended to meet the reporting requirements as set out in the Annex 3: Canada - Ontario Early Learning and Child Care Infrastructure Funding Agreement. As per agreement, the Ministry of Education is required to provide the federal government (Canada) with audited financial statements of revenue received from Canada by October 1st of following fiscal year. Canada may withhold payments of its second installment for the current fiscal year if Ontario fails to provide its audited annual financial statement of revenue received from Canada.The successful vendor will be required to deliver:a)Draft audit opinion on the statement of revenue at least four (4) weeks before Ontario-s financial report is due to Canada on October 1st (i.e., by September 3, 2025 for fiscal year 2024-25).b)Final audit opinion on the statement of revenue and expense immediately following receipt of the signed Management Representation Letterc)The audited financial statement(s) of revenue will include:1.The amount received by Ontario from Canada under the Annex during the fiscal year under the Revenue section of the statement.2.The total expenditures under this Annex during the Fiscal Year. 3.The total administration costs incurred by Ontario as per section 3.5 of the Annex.4.Any amount of funds carried forward by Ontario under section 3.3 of the Annex.5.The amount of surplus funds that are to be repaid to Canada under Annex 3.This engagement will be for an estimated period of four months per fiscal year. The audit activities shall commence in July and be completed by early to mid September. Pre-audit work may commence in late June or early July
