• Description:
• The City of Campbell River is giving notice of its intent to provide a direct award agreement with Tayco Paving Company for Asphalt Paving Services 2026-2031.
  The work for this five (5) year agreement includes the supply of all materials, labour, supervision, equipment, overhead, profit, related traffic control services and all associated costs for the completion of the work to provide asphalt paving services. These services are to be delivered on a “when needed as needed” basis in a timely manner.
  The value of this contract will be unit based for the work completed on a per project basis and will be adjusted on an annual basis. The average annual expenditure to Tayco Paving from 2021 to 2024 is $1,482,136 with a high in 2022 of $1,759,459 and a low in 2024 of $1,268,531.
  This direct award is provided within the Canadian Free Trade Agreement (CFTA) Article 513, 1. (b) as the services can be supplied only by a particular supplier and no reasonable alternative exists.
  Suppliers who wish to object to this decision must submit a detailed letter of objection to purchasing@campbellriver.ca presenting specific reasons for their objection prior to the Notice of Intent closing time and date. The letter is to contain the following information:
  a. Suppliers name, address, phone number, and email address.b. Specific reason(s) for objecting to the City-s intent to award:c. Information that clearly demonstrates the supplier-s ability to provide similar services;d. Details on how the supplier is able to provide the services in a timely manner;e. Supplier 2020 asphalt upset pricing ($ / t) along with any quantity price breaks for the following:• Hand Patching• Machine Laid Paving• Machine Laid Patching• FOB Asphalt Mix
  Supplier qualifications and the ability to provide the same services in a timely manner at the same or lower cost will be key criteria with regard to the consideration of a vendor-s objection.
