- SaskPower is preparing to initiate competitive solicitation for Engineering, Procurement and Contract Management (EPCM) for SaskPower's Coal Life Extension Powerhouse Project. SaskPower-s Coal Life Extension is a multi-year, multi-unit full refurbishment project for all 7 of SaskPower-s existing coal fired generating units. Five of the units are based in the Estevan region at our Shand and Boundary Dam Power Stations. The remaining 2 units are in the Coronach region at our Poplar River Power Station. SaskPower is currently finishing the condition assessments to inform the overall scope of the refurbishments. The delivery project will undertake one unit refurbishment per year starting in 2030 and continuing until all units have been life-extended.SaskPower has chosen to use an EPCM delivery model for the main powerhouse refurbishment. More specifically SaskPower will engage an EPCM and General Contractor (GC) for the full Coal Life Extension Project with each unit being delivered in a 2 phased Early Contractor Involvement (ECI) approach. The Powerhouse EPCM will be focused on creating detailed design and execution planning for each unit as well as undertaking key procurements to support the refurbishment. The EPCM will also be responsible for overall construction management and coordination of all contracts on site including but not limited to the GC, primary boiler contract and Original Equipment Manufacturer (OEM) technical field support personnel.
