The Province of Ontario is embarking on a comprehensive modernization of the Accessible Parking Permit (APP) program—reimagining it as a digital first, integrated, and secure service designed around the needs of people with mobility challenges. At the heart of this transformation is a modern IT architecture and enterprise grade database that will serve as the single, authoritative source of truth for all permit data. This foundational capability is critical to enabling real-time validation, stronger program integrity, and a seamless end-to-end user experience. Specifically, the Ministry is seeking information from vendors with demonstrated experience delivering enterprise scale databases, licensing platforms, and API enabled architectures that can serve as the backbone of a modernized APP ecosystem. This includes capabilities related to data management, real-time validation, system interoperability, security, privacy, and long-term sustainability. The insights gathered through this RFI will inform future decisions regarding: · The design of a robust and extensible APP data architecture · Approaches to integrating with existing and future government systems · Options for supporting high volume, high availability permit operations · Strategies to enable innovation, adaptability, and continuous improvement This RFI is an important step in shaping a technology foundation that not only meets today-s operational needsbut also supports the long-term evolution of accessible permitting in Ontario.
