ADVANCED CONTRACT AWARD NOTICE (ACAN)An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.2. TITLE Shipborne Helicopter Courses for the Canadian Coast Guard Sea-going Personnel3. INTRODUCTION The Department of Fisheries and Oceans, more specifically the Canadian Coast Guard has an immediate requirement for the delivery of two (2) mandatory training courses, that of the Shipboard Helicopter Firefighting and Rescue, and The Officer in Charge of Shipboard Helicopter Operations for its seagoing personnel.All personnel involved in helicopter operations must complete the practical phase. Initial and annual recurrent training must be completed by all Flight Deck Officers and helicopter crews involved in Flight Deck Operations. This qualifying training program is a requirement of ISM Procedure 7.C.3 and will consist of theoretical and practical sections.
