- The City requires the services of a qualified planning and engineering consulting firm to complete a Plus 15 Implementation Study. This study will support the upcoming Plus 15 Policy update and assist in the creation a strategic roadmap for the Plus 15 network. The Plus 15 Implementation Study willinclude: a review of the completed Plus 15 Network Study and identifying what changes, if any, are needed to reflect current and future downtown trends, feasibility review of new and missing links, network boundary adjustments, recommendations for integration of network with property developments,analysis on the impact of closure, evaluation of perceptions of the network and recommendations on placemaking activities. This project anticipates the following Phases: •Review of current information and collect data •Perform Plus 15 network analysis •Develop Plus 15 Implementation Studyreport
