- This Request for Proposal (RFP) is an invitation to prospective qualified Proponents to present Proposals so that the University may retain the services of a qualified Building Envelope Expert and/or Structural engineer to act as Prime consultant to perform comprehensive and detailed inspections of the pre-cast panels cladding system of Colonel By Hall further defined in Exhibit 2 Scope of Services. The primary objectives of this Project are to mitigate immediate and apparent health and safety risks, maintain envelope integrity and performance, and extend the lifecycle of the envelope.
