- Project Title: 2025 UPAR Project - Asphalt Paving The 2025 UPAR (Underground Pipe and Asphalt Replacement) Project - Asphalt Paving aims to replace the City-s deteriorating asphalt roadway infrastructure and is the final phase of the City-s rehabilitation effort. Following the completion of underground pipe replacements and concrete replacements (completed by others), the work focuses on the surface restoration through asphalt paving. The work on 110 Street includes the application of a new asphalt layer over the existing road foundation. While other projects areas will include pulverization, compaction and leveling to meet the required road grade.
