- Frocklage Dam is located approximately 11km north of Canal Flats, on the NCC-s Marion Creek Benchlands Conservation Area (Fig. 1). The dam stretches onto the neighboring property, but NCC has the water license for the reservoir and is responsible for the management of the dam.
The Nature Conservancy of Canada (NCC) is seeking proposals from licensed engineering professionals or firms to develop a first phase list of options and then a second phase engineered plan for reducing the regulatory classification of the Frocklage Dam located on Marion Creek Benchlands Conservation Area. The goal is to reduce the dam-s consequence classification from “significant” to “low” or to modify the structure such that it qualifies as a “minor dam” under BC-s Dam Safety Regulation, thereby reducing ongoing monitoring, liability, and compliance considerations. Retention of wetland values behind the dam, where feasible, is a priority.
A 2023 engineering inspection and hydrological assessment identified the structure as currently stable but with critical issues, notably related to the Low Level Outlet (LLO) pipe. With the heightened risk and liability associated with a significant consequence dam, in addition to the identified concerns about the dam condition, NCC would like to explore options to lower the dam consequence to “low” or to reduce the storage so that it becomes a “minor” dam.
