Detailed_Description : The Vendor shall complete Design and Operations Plans (D&O Plans) at twelve (12) Waste Disposal Sites. The D&O Plans shall include Waste Capacity Assessment at each WDS.
Scope of Work : D&O Plans are to be undertaken in full compliance with the Ministry of Environment, Conservation and Parks (“MECP”) requirements as follows:•Ontario Regulation 347: General - Waste Management under Environmental Protection Act, R.S.O. 1990, c. E.19, as amended on April 1, 2024, (available online at: https://www.ontario.ca/laws/regulation/900347), or•if specifically noted in a site-s Environmental Compliance Approval or otherwise if applicable by Law to the site, Ontario Regulation 232/98: Landfill Sites, under Environmental Protection Act, R.S.O. 1990, c. E.19, as amended on October 31, 2011 (available online at: https://www.ontario.ca/laws/regulation/980232), and the MECP January 2012 edition of the Landfill Standards Guide, available online at:https://www.ontario.ca/page/landfill-standards-guideline-regulatory-and-approval-requirements-newexpanding-land, and•as well as any other such requirements of the Law.The D&O Plans shall encompass the entire life span of the site. This approach ensures that the infrastructure management methods used will provide sustainable and effective performance over the long term, rather than being limited to a short-term outlook. By planning for the future, the Ministry can mitigate potential issues and costs associated with operations, thereby safeguarding the integrity and functionality of the site for years to come.
