Winnipeg Awards $18.26M Contract for Major Lagimodiere Twin Overpasses Rehabilitation Project

A significant infrastructure contract worth $18,267,178.71 has been formally awarded by the City of Winnipeg to PCL Constructors Canada Inc. for the renovation and upgrade of the Lagimodiere Twin Overpasses over CPKC Keewatin, as well as associated road construction and drainage improvements. The contract is scheduled to run from December 1, 2025, to June 30, 2028. The award was published on November 27, 2025.

This major infrastructure project will support long-term transport needs for one of Winnipeg's busiest corridors while also increasing traffic efficiency and roadway safety.

A Multi-Year Transformational Infrastructure Improvement

The City presented a thorough scope of work under Solicitation 295-2025 with the goal of updating pavements, enlarging embankments, modernising bridges, and enhancing drainage systems. In keeping with Winnipeg's vision for safer, more connected mobility options, the rehabilitation will also add active transport pathways.

2026 City-Funded Projects, Part 1
  • Rehabilitating the southbound bridge structure

  • Demobilisation and mobilisation (First Section)

Section 2: 2027 City-Funded Projects
  • Rehabilitating the northbound bridge structure

  • Installing a structure for overhead signs

  • Significant widening and rehabilitation of the northbound and southbound lanes

  • Improvements to the entrance and exit ramps

  • New active transport route construction:

    • The Lagimodiere Path, which leads to Ravelston West

    • Concordia Road (Peguis to Molson)

  • Urbanisation and Concordia Avenue rehabilitation

  • Demobilisation and mobilisation (Part 2)

Together, these initiatives seek to improve public safety, lessen traffic congestion, and prolong the life of essential transportation infrastructure.

A Procurement That Is Competitive Under National Trade Agreements

The project was submitted as a Request for Tender (RFT) and adhered to significant trade agreements, such as:

  • Comprehensive Trade and Economic Agreement, or CETA

  • CFTA: The Free Trade Agreement of Canada

  • The New West Partnership Trade Agreement, or NWPTA,

In order to guarantee project dependability and execution capability, bidders had to offer significant security, such as a 10% bid bond and 50% performance and labor/materials bonds.

Following assessment, PCL Constructors Canada Inc., with its headquarters located at 1540 Gamble Place in Winnipeg, was selected as the winning contractor.
