Ineo Systrans Inc., a French provider of intelligent transit solutions, has been formally awarded a significant technology modernisation contract by Metrolinx to deliver a new Computer Aided Dispatch/Automatic Vehicle Location (CAD/AVL) System. Following a multi-phase competitive Request for Proposal (RFP) process under Solicitation No. RFP-2023-ITIN-481, the award was announced on November 17, 2025.
One of Metrolinx's most important digital infrastructure improvements is the CAD/AVL system, which aims to improve fleet communication, dispatch effectiveness, real-time vehicle tracking, passenger experience, and system-wide operational reliability. The project is a component of Metrolinx's larger plan to update integrated transit services throughout the Greater Toronto and Hamilton Area (GTHA).
The $17,447,199.09 awarded contract highlights the scope and technical intricacy of the solution being acquired.
The RFP, which was first released on March 21, 2024, asked suppliers to use Metrolinx's MERX EBS platform to submit thorough technical and pricing proposals. A Negotiated Request for Proposals was used to structure the procurement, which called for:
An exclusive technical submission (Envelope 1)
A different submission of prices (Envelope 2)
strict adherence to the specifications for submitting proposals
Submissions were due on May 17, 2024, and Metrolinx retained the right to reject any or all of them.
High-standard competition among international technology integrators with expertise in cutting-edge transit management systems was guaranteed by this methodical approach.
Ineo Systrans Inc., a French-owned company with its headquarters in Quebec City, is well-known throughout the world for creating intelligent transportation systems, such as fleet optimisation software, passenger information systems, and automated vehicle location technologies. Numerous transit authorities in North America and Europe have received CAD/AVL systems from the company.
Their bid was probably successful because of their experience managing large-scale bus, rail, and multimodal fleets.
Essential transit operations throughout Southern Ontario will be streamlined by Metrolinx's new CAD/AVL system, allowing:
Predictive fleet analytics and real-time vehicle tracking
Faster incident response and enhanced dispatch coordination
Improved correspondence between control centres and drivers
Improved timeliness and dependability of services
Improved passenger data updates
Metrolinx's efforts to provide more dependable, customer-focused, and data-driven transit services are expected to be aided by the upgrade.
Implementation is anticipated to start right away after the contract is awarded, going through the stages of system design, integration, testing, and rollout. The CAD/AVL system will improve Metrolinx's capacity to effectively oversee transit services throughout one of Canada's biggest and fastest-growing regions once it is fully implemented.
The project places Metrolinx at the forefront of contemporary intelligent transit operations and represents a major technological milestone for Ontario's public transport system.
