Ottawa applies a transparent and structured evaluation model, where Merx automatically calculates pricing per unit, which the city later adjusts based on offered units.
The Intent to Award was published earlier on October 2, 2025, confirming the same set of winning vendors with slightly different provisional values. Final award amounts were updated upon contract completion and verification.
