City of Ottawa Awards Multi-Vendor Snow Clearing Contracts to Strengthen Winter Readiness

The City of Ottawa has finalised a major series of contract awards for its 2025–2026 winter sidewalk and bus stop snow-clearing programme, selecting multiple vendors to deliver critical municipal maintenance services across the capital. The contracts, issued under Solicitation No. 38625-96872-T02, were officially awarded on November 13, 2025, following a competitive Request for Tender (RFT) process.

A Major Procurement for Winter Operations

The tender, released by the Public Works Department (PWD) through the City of Ottawa, aims to ensure efficient clearing of snow and ice from sidewalks, pathways, and bus stop areas - vital for accessibility, mobility, and public safety during the city’s harsh winters.

Under the contract scope, operators are responsible for ploughing, blowing, scraping ice buildup, and applying abrasive or de-icing materials. Work may also include simultaneous clearing and treatment activities based on conditions and directives from area managers.

Awarded Vendors and Contract Values

The competitive procurement attracted numerous bidders, with five suppliers ultimately securing partial or full line-item awards. The contracts span multiple units across the city and cover three winter maintenance seasons.

Bolton-based A & G The Road Cleaners Ltd. secured the largest share of the contract, winning three line items. Their proven capacity in municipal maintenance and heavy-equipment operations positioned them as a leading vendor in Ottawa’s winter operations framework.

 B.G. Gorham Construction Inc. - $2,092,500

Stittsville’s local contractor earned one line-item award, adding to its long-standing history of municipal service delivery in the Ottawa region.

This Gatineau-based supplier secured a full line-item contract, reflecting cross-provincial collaboration in regional snow-clearing operations.

Nepean-based Super Speedy Inc. received a small partial award, adding to the multi-vendor setup. The award structure reflects a highly segmented pricing and unit-based procurement process.

Competitive Tendering and Transparent Award Process

The RFT required bidders to submit electronic bids through Merx, including a completed Form of Tender and a multi-season price schedule. Ottawa applies a transparent and structured evaluation model, where Merx automatically calculates pricing per unit, which the city later adjusts based on offered units.

The Intent to Award was published earlier on October 2, 2025, confirming the same set of winning vendors with slightly different provisional values. Final award amounts were updated upon contract completion and verification.

This procurement is a cornerstone of Ottawa’s winter operations strategy. With over 2,700 km of sidewalks, maintaining safe pedestrian routes requires reliable contractors with adequate equipment, trained operators, and responsive winter maintenance planning.
